Program Area: Criminal Justice

Grant Title: JAG Recovery Act: DOC OWI 5th & Earned Release Programs (2009)

Description: Funds will expand the Earned Release Program and the Operating While Impaired (OWI) Program at the Robert E. Ellsworth Correctional Center and the Drug Abuse Correctional Center within the Wisconsin Department of Correction.

Anticipated Funding Amount: A total of $338,900 is available. The Robert E. Ellsworth Correctional Center is eligible for $196,000 and the Drug Abuse Correctional Center is eligible for $142,900. This is first year funding. Second year funding will be contingent upon compliance with all grant reporting requirements.

Match/Cost Sharing Requirement: None

Eligibility: The Wisconsin Department of Corrections is eligible to apply for these funds. Two separate grants will be provided—one for the Robert E. Ellsworth Correctional Center and one for the Drug Abuse Correctional Center. The Department of Corrections should submit two separate applications for this grant announcement.

Eligible Expenses: All expenses must be new and cannot replace existing state or local government funding. Substitution of existing funds with federal grants (supplanting) will be the subject of monitoring and audit. Violations may result in a range of penalties, including suspension of current and future funds under this program, suspension or debarment from federal grants, recoupment of monies provided under a grant, and civil and/or criminal penalties. Funding may be used for personnel, fringe benefits, supplies & operating expenses, travel and training, and consultants/contractual expenses. Funding must be consistent with state of Wisconsin budget language.
