Grant Title: HS Long Term Power Outage (2008)
Description: Funds will be used to plan for long-term power outages through a process that will include the following: 1) regional meeting(s) to gather information from local subject-matter experts, evaluate a template for developing Standard Operating Guidelines (SOGs), and produce a regional SOG using the template; 2) tabletop exercise(s) to evaluate the draft regional SOG; and 3) after-action/lessons learned workshop(s) to finalize the regional SOG. The final SOG document for each region will be integrated as Emergency Support Functions in the region’s Emergency Operation Plans.

Eligibility: Only pre-selected local units of government are eligible to apply. Eligible agencies have been prescreened by OJA and have agreed to the SOG development process and funding requirements. OJA will work closely with grant recipients to ensure consistency throughout the state.

Eligible Expenses: All expenses must be new and cannot replace existing state or local government funding. Substitution of existing funds with federal grants (supplanting) will be the subject of monitoring and audit. Violations may result in a range of penalties, including suspension of current and future funds under this program, suspension or debarment from federal grants, repayment of monies provided under a grant, and civil and/or criminal penalties.
