Grant Title: Regional SCIP Implementation Councils/Coordinators (2008)
Description: The purpose of this program is to advance the statewide communication interoperability strategy detailed in the 2007 Statewide Communications Interoperability Plan (SCIP). The plan includes goals and objectives to improve public safety voice and data communications across all disciplines, levels of government and tribal nations. Recently, the Interoperability Council recommended OJA adopt Interoperability Policy Statement #1: Creating Regional SCIP Implementation Councils. This funding will assist counties and Regional Planning Commissions in forming these councils.

Important Dates: Counties intending to apply are asked to contact David Spenner at david.spenner@wi.gov on or before November 19 to declare an interest. This contact may help applicant counties avoid duplication of effort.
- December 15, 2009: Application must be submitted through Egrants on or before this date
- January 1, 2010: Project Start Date (First day for spending grant funds)
- August 31, 2010: Project End Date (Last day for spending grant funds unless OJA receives a federal extension to December 31, 2010)
Please note: OJA intends to request an extension from the U.S. Department of Homeland Security to allow the use of these funds beyond August 31, 2009. While an extension can not be guaranteed, applicants are asked to develop a 12-month budget for this grant application.
Anticipated Funding Amount: Approximately $320,000 has been allocated for Statewide Communications Interoperability Plan implementation at the regional level. Six host counties (or Regional Planning Commissions) will be eligible to apply for a maximum of $53,333 each. Funds are being made available through the 2008 Interoperable Emergency Communications Grant Program. Future funding for additional years of operation is anticipated.

Eligibility: Within the boundaries of the established Wisconsin Emergency Management planning regions, participating counties will select a host-county or regional planning commission (RPC) to make application for these funds. One county or RPC per region will be awarded a grant. If more than one county/RPC applies for any single region, a selection committee convened by OJA will evaluate and determine the award recipient.
With the advance consent of OJA and the participating counties affected, two regions may submit a single, combined application for the purpose of hiring a full-time coordinator rather than two part-time coordinators. The full-time coordinator would then support the two independent regional councils.
Eligible Expenses: Funding may be used for personnel, employee benefits, training and travel, supplies and operating expenses, consultants and contractual, and M&A as needed to achieve the purposes of the grant.
All expenses must be new and cannot replace existing state or local government funding. Substitution of existing funds with federal grants (supplanting) will be the subject of monitoring and audit. Violations may result in a range of penalties, including suspension of current and future funds under this program, suspension or debarment from federal grants, repayment of monies provided under a grant, and civil and/or criminal penalties.
