The Office of Justice Assistance (OJA) has finalized the Wisconsin Homeland Security Grant Program (HSGP) investment budget for federal fiscal year (FY) 2009.
As the State Administrative Agency for the FEMA-funded program, OJA works directly with a broad spectrum of emergency response agencies at all levels of local, regional, tribal and state government in developing annual investment plans to improve disaster preparedness and equip first responders and emergency management personnel.
Among the FY 09 priorities included in the budget are major improvements in public safety radio communications, enhancement of Wisconsin’s network of regional collapse rescue teams, continued implementation of the National Incident Management System, development of rapid response teams to address food/agriculture emergencies, equipping responders to ensure a coordinated response to mass casualty incidents and increasing citizen preparedness and participation in disaster recovery.
Federal awards to states were established using a risk-based formula developed by FEMA. While Wisconsin’s FY09 allocation was just over $11 million under the formula, the State's award was increased by an additional $178,000 based on the strength of its application and budget justifications.
