The Wisconsin Homeland Security Grant Program (HSGP) helps to protect Wisconsin’s communities by building the capacity to prevent, respond to, and recover from a catastrophic incident of terrorism in the state.  Over the last three years, OJA has distributed over $125 million to local units of government, state agencies, and Tribes. Grant recipients have used funds to develop innovative solutions for preventing and protecting against terrorist threats, preparing and responding to catastrophic incidents, improving public safety radio communications and information sharing among first responders and justice agencies.  

 

Wisconsin was awarded $11,198,294 in FY 2009 funding. The Funding Advisory Group met and recommended that OJA submit ten FY 2009 grant investments. Upon reciept of the award, the Funding Advisory Group made budget recommendations to cut the $12,002,937 request to the awarded $11.1 million. The $11.1 figure is the funding for the State Homeland Security Program (SHSP), the Metropolitan Medical Response System (MMRS) and the Citizen Corps Program (CCP). The FY 2009 investments represent the collective work and input of many state, tribal, and local emergency responders. They are also intended to support the updated Wisconsin Homeland Security Strategy published by the Governor’s Homeland Security Council. The Strategy is available at http://homelandsecurity.wi.gov/

On March 31st, 2008 the Office of Justice Assistance submitted the State Preparedness Report to the Department of Homeland Security.

 

This State Preparedness Report documents Wisconsin’s significant achievements in Homeland Security and disaster preparedness over the past several years and outlines a plan for implementing important new and continuing initiatives over the next three years.

 

The report was developed with the assistance of many representatives of Wisconsin’s public safety community. An advisory committee comprised of state, local, and tribal officials guided the process. Several state and local agency partners played important roles in developing the report, including the Milwaukee UASI, Wisconsin Emergency Management, Department of Justice, Department of Health and Family Services and Department of Agriculture, Trade, and Consumer Protection.

 

Additionally, public input was gathered through three regional planning workshops and an open public comment period. The report was submitted to the Governor’s Homeland Security Council for final review. Due to the involvement of many stakeholders, this report is a comprehensive account of Wisconsin’s preparedness efforts.
